There should be blocks of public toilets, yes. Heck, toilet-shower-locker.
Seriously the big reason we don't is because folks use unhoused people as an excuse - that they'll live there or dirty things up or whatever. It'll just encourage them to stick around.
Just... just treat people with dignity and help them meet theirneeds.
